White House has given ‘green light’ for permanent US base in Poland, presidential aide says

The White House has given a political “green light” for a new permanent US Army base in Poland, according to presidential foreign-policy chief Marcin Przydacz, who says the project must now be implemented by the Pentagon, Poland’s Defence Ministry and the Polish armed forces. His statement goes further than Donald Trump’s public wording on 17 September, when the US president said “major progress” was being made but still described the project conditionally.

Speaking after meetings in Washington, Przydacz said that “in principle the political decision has been made” and that the White House had given the project its approval.

“The green light from the White House is there,” he said, adding that Trump had written about the project on 17 September. Przydacz nevertheless stressed that the political commitment still had to be translated into a functioning military installation.

“At this stage there is a political decision that needs to be implemented,” he said.

That distinction remains important because Washington itself has not publicly announced a final basing agreement.

Trump wrote on 17 September that “major progress” was being made towards establishing a US Army base in Poland and said its location could be announced “very soon” “if this happens.” He described the proposed facility as a potentially historic step for the Polish-American alliance.

The conditional wording stopped short of a formal public announcement that a base had been approved.

Talks at the White House and State Department

Przydacz, who heads President Karol Nawrocki’s International Policy Bureau, was in Washington for meetings connected with Poland’s preparations for the G20 summit as well as bilateral talks with American officials.

The Polish president’s office confirmed that he met White House deputy national security adviser Michael Needham, with their discussion covering the proposed US base and planned American investment in Poland. Talks at the State Department also covered allied cooperation and the US military presence.

Przydacz said his White House meeting with Needham lasted almost 40 minutes. He also reported meeting two deputies to Secretary of State Marco Rubio. The agenda included the future US troop presence in Poland, the permanent base proposal, military equipment and American investment.

The discussions provide another indication that negotiations have moved beyond the broad question of whether Washington is interested in the project and towards how a larger permanent presence would actually be organised.

But several major issues remain unsettled.

Pentagon review expected to determine troop presence

One of the most important outstanding questions is how many US troops would form part of the future arrangement.

Przydacz said the Pentagon’s Global Force Posture Review, examining how American forces should be distributed internationally, was expected to provide a more concrete outline of the US presence in Poland.

He said he expected the document to be published most likely in November.

The review is particularly significant because the United States is examining its broader military deployment across Europe, not Poland in isolation.

Earlier in September, Przydacz had said the Pentagon was working on the review and that he expected the process to be completed in late autumn.

Until that process is completed, the scale and composition of any additional permanent US deployment to Poland remain unknown.

Poland still needs a site, infrastructure and special law

Implementation also requires decisions on the Polish side.

Przydacz said the government would need to adopt a special law, agree a location with the United States and construct the infrastructure required for the installation.

No final site has been publicly announced.

Poland-24 previously reported that US military specialists had inspected existing facilities and that talks had included locations such as Poznań and Powidz, but neither has been formally designated as the site of the proposed new base.

The Polish government formally authorised Defence Minister Władysław Kosiniak-Kamysz in June to pursue negotiations with Washington over a permanent American base, including its possible location, infrastructure, financing and logistical requirements.

The Polish presidency has since portrayed Trump’s statements as the political breakthrough required for the project to proceed.

On 28 September, Przydacz said the political decision had been worked out at White House level and that implementation talks were taking place between the Pentagon and Poland’s Defence Ministry.

Trump’s public statement was more cautious

There remains a notable difference between the way the Polish presidential office is describing the current status and Trump’s own public statement.

Przydacz says a political decision has effectively been made.

Trump, however, said on 17 September that “major progress” was being made and wrote: “If this happens, the location will be announced very soon.”

That means Poland-24 cannot yet describe the base as a formally completed US decision without qualification.

The most precise interpretation is that the Polish presidency believes it has secured political approval from the White House, while the military, legal and implementation decisions needed to create the base remain outstanding.

Przydacz himself acknowledged that distinction.

He said definitive certainty would come only when the facility actually existed — and expressed hope that Trump would one day travel to Poland to open it.

Not America’s first permanent presence in Poland

The planned installation would expand an American military footprint that already includes permanently assigned personnel.

The US established a permanent Army garrison in Poland in 2023, centred on Camp Kościuszko in Poznań, following the earlier decision to permanently forward-station elements including V Corps’ forward headquarters.

Thousands of additional American troops also operate in Poland on rotational deployments.

The current negotiations therefore concern a further permanent basing arrangement, rather than introducing the first permanent American military personnel into Poland.

President Nawrocki has repeatedly expressed confidence that the project will go ahead and has revived the proposed name “Fort Trump”, first promoted by former president Andrzej Duda during Trump’s first term. No agreement has been announced making that the facility’s official name.

For now, the strongest new signal is political rather than operational: Poland’s presidential office says the White House has crossed the threshold from considering the proposal to supporting it.

The Pentagon’s force-posture review, selection of a location and the Polish government’s legislative and infrastructure decisions will show whether that political commitment becomes a permanent US Army base.
