This project, formally named the “National Deterrence and Defense Program – Eastern Shield,” was first discussed in October and is planned to span from 2024 to 2028. The initiative represents an investment of 10 billion złotys dedicated to developing comprehensive fortifications along Poland’s eastern flank, which also serves as NATO’s border with Russia.
In his statement, Tusk underscored the Shield’s purpose as a deterrent to potential conflicts, branding it a peaceful measure rather than an aggressive stance. “The goal is clear: to deter any adversary and prevent war from occurring,” he noted, reiterating that the endeavor should be viewed as an investment in peace and security.

Minister of National Defense Władysław Kosiniak-Kamysz affirmed the urgency of the project, noting that initial plans slated construction for 2025 had been accelerated. “This is a priority for our government, underlined by commitments outlined in the coalition agreement,” he stated. The defense enhancements include reinforced structures, anti-tank ditches, and concrete barriers, designed to ensure the operational mobility of Polish forces while impeding any external advance.
The project aims to enhance defensive capabilities and provide a safe environment for both military operations and civilian protection in the border areas. The launch marks a significant step in Poland’s broader defense strategy amid growing regional security concerns.
