Experts suggest that this heightened focus on security is partly influenced by evolving U.S. foreign policy. “There is uncertainty about whether Americans can be relied upon to defend Ukraine and secure a peace that aligns with European values,” said Professor Jan Zielonka, a political scientist at Oxford University and the University of Warsaw12. In response to these concerns, the European Commission unveiled its “White Paper on Defense” on March 19.
